
First Street Improvements Phase I Moves Forward
Feb. 21, 2025 —The City Commission recently approved the resolutions necessary to move forward with the 2026 Street Improvement District 236, which is phase I of the improvements to First Street NW.
Project area. Improvements will take place along First Street NW from Fourth Ave NW to Sixth Ave NW, including Fourth Ave NW from Main Street to Second Ave NW and Fifth Ave NW from First St NW to Second St NW.
This project includes roadway reconstruction and concrete pavement with curb and gutter, Americans with Disabilities Act (ADA) upgrades, lighting, streetscaping and landscaping, underground utilities including storm sewer, water main, sanitary sewer and associated services and related work.
The main objective of this project is to provide a more walkable/accessible downtown area in Mandan. Improvements will create safer pedestrian crossings, bringing all sidewalks and building access to ADA conformance, and improve the overall aesthetics with landscaping and streetscape design.
Total Cost. The estimated total project cost is $6.8 million. The City of Mandan was awarded $2.356 million in federal funds through the North Dakota Department of Transportation’s Urban Grant Program for phase I. Local contributions through the Municipal Infrastructure Fund and City Utility Fund were approved to help reduce the special assessment impact to nearby properties. The City is also seeking a grant to cover 60% of the watermain cost through the Department of Water Resources.
Letters will soon be mailed to each property as a courtesy to inform property owners of the district, project information, estimated costs and more. The estimated assessment costs for a typical lot (7,000 sq ft) adjacent to the roadway improvements is approximately $8,800. For the same size lot that’s within the storm watershed, but not adjacent to the roadway, improvement costs are approximately $700. Final distribution of assessments will be determined by City Commission at the conclusion of the project after review and approval by the Special Assessment Commission.
Protest Period. A 30-day protest period starts Friday, Feb. 21. Letters of protest must be submitted to the Engineering office by 4:30 p.m. Monday, March 24. Consideration of sufficiency of protests and a public hearing are scheduled for the Apr. 1 City Commission meeting at 5:30 p.m.
