Drafts of Updated Zoning & Development Ordinances Available for Public Review
Feb. 5, 2025 – The City of Mandan is pleased to announce the release of drafts for its updated Zoning and Development Ordinances, now available for public review. This update aims to modernize the city's development regulations and ensure they align with best practices, community priorities, and Mandan’s future vision. The City seeks local media assistance in communicating this important project to the public.
Updated Ordinances Include:
- Zoning Ordinance and Use Table
- Subdivision Ordinance
- Right-of-Way Ordinance
The updates focus on improving clarity, predictability and efficiency for developers, businesses and residents. They address key sections of Mandan's Code of Ordinances, particularly Chapters 101, 105, 109, and 115.
“This update has been a truly collaborative effort, involving over 600 contributors, including residents, business owners and stakeholders,” says Planner Andrew Stromme. “Zoning reform is essential for fostering sustainable growth while preserving Mandan’s unique character. These changes will streamline processes and make the ordinances more user-friendly for everyone involved.”

- Reduced Commission/Board review requirements for certain approvals, with more items eligible for administrative review.

- Updated right-of-way and parking standards to lower costs and eliminate barriers.
- New zoning districts to meet modern development needs.
Preserving Community Identity:
- Strengthened landscaping standards reflecting best practices.
- Enhanced park dedication requirements for new developments.
- New zoning districts aligned with Mandan’s character.
- Incorporation of numerous development standard updates that align with recommendations from previously-adopted City plans and studies.
Timeline. Members of the public and stakeholders are encouraged to review the drafts and provide feedback by March 14. City Staff is available to answer any questions.
- Targeted engagement sessions for Contractors, Builders, and Developers will be held on Feb. 5, Feb. 18, and Mar. 3, 2025.
- Draft review and feedback period ends on Mar. 14.
- Adoption of updated ordinances through public hearings at the Planning and Zoning Commission and City Commission is planned for Spring 2025.

About the Project. This project stems from recommendations in previous planning documents dating back to 2009, highlighting the need for zoning updates to support the city’s continued growth and development. The City of Mandan selected Stantec as the project contractor in Fall 2023, and the process has included community surveys, presentations, and multiple rounds of drafts.
