Intersection analysis study provides playbook for staff

Jun. 23, 2021 - Earlier this year, the Bismarck Mandan Metropolitan Planning Organization and KLJ completed a transportation planning study that evaluated traffic control at 65 intersections and traffic speed calming on 10 corridors in both Bismarck and Mandan. Of the 65 intersections studied, 27 were in Mandan.

The study is intended to provide cost-effective traffic control and traffic calming decision making strategies for City staff. Historically, there has been a lot of study work done on the placement of traffic control and crash rates. The overall goal is to find the best traffic control at all intersections.

Approximately 44% of intersections studied fell under a low improvement need, meaning they have very few crashes, traffic flow is very efficient and there are few pedestrian and bike issues at the intersection. Mandan intersections determined to have high needs, which usually meant the intersection was determined to need revised traffic control based on warrant analysis results and notable safety or operational deficiencies, include:

  • Memorial Hwy & Main Street;
  • Sunset Dr & 27th Street;
  • Memorial Hwy & Third Street SE ; and
  • Sunset Dr & First Street.

The study included multiple steering committee meetings, two public input opportunities, a study website, input and review by local, state and federal partners; and monthly progress updates to the Bismarck Mandan Metropolitan technical advisory committee and policy board.

At this point, the City Commission has only accepted the study. As projects arise involving intersections, the Engineering and Planning department can reference the completed study when determining the best traffic control option. Click here for the final study report.
