Bismarck-Mandan Metropolitan Planning Organization
The Bismarck-Mandan Metropolitan Planning Organization consists of the cities of Bismarck, Mandan, Lincoln, and portions of Burleigh and Morton Counties.
The purpose is to provide a forum for public officials, citizens, and other interested groups to establish policies and plans for effectively addressing various metropolitan transportation issues.
The Bismarck-Mandan Metropolitan Planning Organization is authorized by 23 U.S.C. 134 as an area having a population over 50,000 and authorized under Section 8 of the Federal Transit Act, as amended. For a jurisdiction to receive federal funds for transportation projects, there must be a metropolitan planning organization and an approved planning process in place.
The Metropolitan Planning Organization has a planning process that supports metropolitan community development and social goals. These plans and programs shall lead to the development of an integrated, intermodal metropolitan transportation system that facilitates the efficient, economic movement of people and goods.
Through the N.D. Department of Transportation (NDDOT) administration, the Bismarck-Mandan Metropolitan Planning Organization receives federal funds through a percentage apportioned by Congress. The funding priorities of the Metropolitan Planning Organization are established by the policy board and approved by state and federal agencies. These funds have a matching ratio of 80% federal, 20% local and are subject to obligational limits established by Congress.
